My comment:

It's not clear whether "their" refers to city officials or to social services funds. In my opinion, it refers to city officials; and "fit one's pitch" must be synonymous with "be in tune with".

ou "pour qu'ils cadrent avec les opérations de communication qu'ils développent auprès des habitants.

Le "pitch" c'est leur façon de se "vendre" aux habitants, leur comm, leur discours.

On emploie beaucoup le terme "le rebranding" en France. "Rebrander" est aussi employé (on le disait beaucoup quand je travaillais dans l'édition à Paris). "Ils ont simplement changé le nom des services existants", si vous préférez (c'est ce que ça veut dire).
