Yes it depends on how informal the tone is - it seems quite informal as they're using expressions like "qui dit mieux?" which is quite conversational in tone. Actually "les raisons?" doesn't make sense because Lake Chad isn't a "reason", its the/a subject of the conference. Would "The subject?" fit?

My comment:

seeing this is the title of a conference, I might think 'objectives' is more fitting but this depends on what follows-only you have the source text and there is just not enough posted. Otherwise, the reasons? is appropriate too.

I put the question mark because the question had a question mark-not necessarily with question mark. It may be a heading/sub-heading, hence without question mark. I do not have source document. Kindly post more source text.
