Barbara, I also found this sentence: "His reign reversed the decline and ***marks the apogee of*** the Safavid Empire.", talking about "Abbas I", at https://quizlet.com/27624544/8-safavids-flash-cards/ . You can also use the expression "marks the peak of" in this type of context (of a dynasty, of an empire, etc). See for ex.: "This ***marks the peak of*** the Carolingian empire that Charlemagne founded", "the Abbasid Caliphate ***marks the peak of*** the muslim empire", "This dynasty flourished until the mid- 6th century, which ***marks the peak of*** classical Indian civilization.", which I the 3 results I got when I googled: "marks the peak of" the dynasty (the first part with inverted commas, the second part without them). If you feel uncomfortable with the maybe less usual term "apogee"... Indeed, in the French-English Wordreference dictionary page for the French term "apogée" (https://www.wordreference.com/fren/apog%C3%A9e), "apogee" is only the second suggested translation after "peak" in the Collins part, and it is only the fourth offered translation in the Wordreference part; it is always mentioned after "peak"...
