Je voudrais évoquer, pour le comprendre et l’absoudre dans mon souvenir, celui qui mit au point, sur ordre il est vrai, une telle machine de guerre parmi les œuvres d’art.

The author then goes on to talk about a scientist who was a major player in the Nazis' plan to plunder valuable artworks in French museums, and how, after the war, he had the appearance and behavior of a pleasant person.

My comment:

The author is stating that he (or she!) is doing everything in her power to wrap her head around why the person would do this so she could forgive him. Her first point is to start the contrast of him being on orders and then referring to him as a "machine to guerre". Maybe she was contrasting a man needing to be absolved...or maybe he was just a cog in the war machine.
