Telles furent les forces en présence et l’arrière-plan administratif du décor. Tout commence, selon la pratique du moment, par un épisode policier.

Arrière-plan du décor = envers du décor = what happens behind the scenes

I think adding "du décor" makes it mirror the expression "l'envers du décor". Also I think the proposed "setting of the scene" is highly ambiguous because "to set the scene" means "camper le décor".
