My comment:

To comment on my colleague's comment, I translated "decale" as "unusual," not "usual." I base my translation of "decale" on the fact that I have found it translated as "unconventional."

This is a wild guess, it would help to know what kind of foam they are talking about. Foam on bear, gas expanded plastic foam, or whatever.
