El contexto más amplio de la frase debería aclarfar cuál de las dos acepciones es la que cuadra al caso...

The context that you give seems limitted to translate failure. There are several contexts and the words can change in Spanish. For instance, consider the following contexts below.

My comment:

Lujan, though failure is fracaso and lots of other meanings, for what you are quoting its talking about not beeing used to complain or not knowing to ... (we don't know why) Not beein able would be "la incapacidad generalizada de quejarse" If it is there are no complains is what I said above. Good luck
