This is TELECOMMUNICATION, nothing to do with detetion, shore, coast, earth or anything terrestrial or extra-terrestrial ;-))
Telecommunication signals are compressed on land and sent to sea, where they are decompressed - to allow mobile calls (not using direct satellite connections which are always possible but very expensive!)
