I really don't think that the word foráneo here refers to foreigners. It´s more likely to refer to those who are non local, outside the area, or regional.

Me parece que un nombre equivalente en inglés no va a ser fácil encontrarlo, algunas dependencias gubernamentales de los EE.UU. proporcionan estos servicios de enlace para individuos/familias. Mi sugerencia es muy genérica y creo que -en la medida de lo posible- lo importante es englobar la idea de los servicios en sí que proporciona este departamento en particular.

I made this up. Cuidado. Esto, lo he inventado yo. It sounds like this is a Government initiative to help emigrants to maintain contact with the family back home in Mexico. Does that fit in with the context?
