When you have a header like "For the attention of..." you don't write Dear X afterwards.

Dear Mr X is a translation of Gentile/Gentilissimo (etc) signore X., whereas the formula in the text you have is "For the attention of...". The difference is that the formula you have usually appears a bit like a header across the top of the letter, sometimes underlined, whereas Dear Mr. X appears on the left, just before the main body of the text.
