Usually by Commonwealth we mean the Mancomunidad Británica de Naciones or just plainly Commonwealth, untranslated. In this case is equivalent to Mancomunidad, a free association of sub-state entities.

My comment:

That term was included in my thesis, and I did not translate it, since it is the name of the state, and they have not translated it into Spanish. I did, however, include a short footnote stating that the Virginia retained its name of "Commonwealth" since its origins during the American Civil War. Hope it helps...

Yo sí lo traduciría. Aquí la Commonwealth no se refiere a la famosa asociación "británica" de países (por si las dudas, la lista de estos países está en: http://www.thecommonwealth.org/Templates/Internal.asp?NodeID=20724&int1stParentNodeID=20596), Creo que la palabra se refiere al tipo de gobierno, por motivos históricos se llama Commonwealth y no State o de otra manera. Pero imagino que el texto habla del Estado de Virginia en EEUU.
