My comment:
Whole sentence: "La pyrolyse transfore les polyoléfines mixtes en huile de goudron, laquelle peut être décomposée et davantage raffinée en vue d'une nouvelle production de plastique."
which I entered in an online search engine to get similar texts in French, like:
https://fr.wikipedia.org/wiki/Pyrolyse
---
"crack down" est manifestement une grossière erreur. Cela veut dire "sévir", "prendre des mesures sévères" (on: contre). Le texte est donc écrit par un locuteur non natif, attention au reste du texte ! ;-)

My references:
https://www.thefreedictionary.com/crack+up
crack: v. intr.: "6. Chemistry To break into simpler molecules, often by means of heat or a catalyst."
In some cases, I guess it could thus be translated as "distiller" (https://www.cnrtl.fr/definition/distiller), but "décomposer" is a more general and thus safer term to use here.
See the processing of tar (and tar oil) at https://en.wikipedia.org/wiki/Tar
"tar oil" = huile de goudron

Sorry, typo in my Comment: "transfore" should be "transforme". N.B. The answer was given without any proof nor justification half an hour ago while I was seeking to fully justify my answer, so as to be extra sure, and not offer a wild guess, like some people do... Furthermore, please note that the other answer is MISTAKEN IN THIS CONTEXT, as it is in the masculine form instead of the feminine form.

Bravo, Please also note that if you want to follow my reasoning, you should first read my References, then my Comment, in which I translate the entire sentence, then check it against existing French texts on the Web. It shows that I first checked the DEFINITION in an EXPLANATORY DICTIONARY, which is a step that too many translators FORGET to take! I also used an automatic translator. Those engines search within their huge existing database of similar texts, so they should not be neglected as terminological sources. Indeed, they can lead you to the correct solution. But results have to be checked, of course. N.B. 3: I think the author confused with "break down". That being said, my automatic translator found the solution immediately (décomposée), with or without the "down" after "crack"! This also demonstrates nowaday's power of those tools... https://mymemory.translated.net/en/English/French/Pyrolysis-converts-mixed-polyolefins-into-tar-oil%2C-which-can-be-cracked-down-and-further-refined-for-new-plastic-production. I just made small changes to its suggested translation: I changed "convertit" into "transforme", "mélangées" into "mixtes", "qui" into "laquelle", "raffinée" into "davantage raffinée" ("further refined"!), and "pour" into "en vue de". Maybe the source text should be corrected too...
