Las capacidades pueden variar desde las que se basen en el conocimiento o en lo cognitivo, e involucran ideas que se refieren a la habilidad de aprender información nueva...
El castellano no es mi primer idioma, entonces seguramente tengo errores, pero el idea principal es definir que son las habilidades, y que las habilidades pueden ser cognitivas (tu habilidad de sumar y restar mentalmente) o en cambio pueden ser basadas en el conocimiento (armar una bicicleta). La clave aquí es utilizar cognitivo no para describir a las ideas (esto sería tautológico y no aceptable en esa rama de estudio) sino cognitivo describe a un tipo de capacidad.

1. You first have to use an explanatory dictionary in order to understand the word "cognitive". You cannot translate if you cannot understand.

2. Then you have to PARSE THE LONG SENTENCE, all the more that the amateur who produced this piece of garbage has not used any PUNCTUATION:
My guess/my try:
"Skills can range from being knowledge-based (or cognitive) — **involving** ideas and referring to one’s ability to learn new information and one’s understanding of written material, such as camp leadership training — to being functional (like technical skills) — **involving** things which comprise the knowledge and capabilities to perform specialised tasks."
So you'll notice that "INVOLVING" appears TWICE, so the FIRST occurrence DOES NOT DEPEND ON "cognitive".
"cognitive" is a sort of synonym for "knowledge-based" (SEE THE DEFINITION of "cognitive").
You did not give us the end of the sentence, but so I guess the STRUCTURE of the sentence is:
"Skills can range from being knowledge-based (or cognitive) (...) TO being functional (...)."
Obviously, the amateur who delivered this piece of garbage did not PROOFREAD his work of art...
As you can see, I added "being" twice.
I also added "and" between "involving ideas" and "referring to one’s ability", otherwise it doesn't seem to make sense.
If you are still in doubt and cannot translate this piece of shit, I suggest you contact the culprit, so that he or she, at last, proofreads his or her piece of garbage...
We are not supposed to guess from NONSENSE, only to translate what makes SENSE.
Non-proofread source texts normally automatically ENTAIL A SURCHARGE FOR LOST TIME, including for the possible intermediary...
Otherwise the final customer gains time by not proofreading and the already underpaid freelance translator loses time trying to make sense out of total nonsense...
And working for a world of unpaid volunteers is a guarantee of getting that kind of detritus again in the future... ;-)

I agree that a comma between cognitive and involving would make a world of difference for us poor translators, but if we're honestly good at our jobs it shouldn't throw anyone who's dealt with the world of academia for a loop. The important point is that cognitive describes a type of skills, and does not modify "involving".
