A) It could be:
- "handicapped parking placard" in the U.S. (i.e. the "card" you placate on your car's windshield in order to be authorized to park your car on parking spaces for handicapped persons);
- "handicap(ped) parking permit" (more generally) (e.g. in Canada);
- "parking badge for person with mobility handicap" in international literature,

So: permit (general, abstract term) / badge (to carry around; specifically authorizes (more than a "card")) / placard (for vehicle).

B) "(en) station debout":
- either "(in) standing up" or
- "(in) upright position"
So:
- either "tiresome upright position" (not found on Web)
- or "difficulty in standing up": "difficulty standing" found in several websites. US term. Medical.
Never in that context do they talk about a "card", as far as I know.
It's either the general term "permit" or the specific term "placard" (for vehicles) or "badge" (to carry with you: a "badge" is a "card" that gives you access to places, that authorizes you to do things, enter places) - so they use more specific term than just "card".
