Nothing is sure here as the original (?) text is full of mistakes. It sounds like a bad translation of another language which has to be re-translated into English.

ad facility : place or office equipped to fulfill functions; sth built, installed, established to serve a particular purpose; rooms, equipment, services provided for a particular service
ad office : 1. building belonging to ... with a lot of rooms for work; 2. room i.e. working room
ad locaux : parties de bâtiments à destination déterminé

if not (as previously suggested) : premises - establishment

The French is really badly written, but you could used branch rather than the more usual translation 'premises' for locaux, because while premises certainly can't invite anyone, a branch of an establishment could. (establishment or institution, etc. - the best translation for établissement will depend on what it is, which you know from the rest of the document, but I don't!)
